Twin River Casino Hotel, previously Lincoln Park, is a casino, hotel, and former race track in Lincoln, Rhode Island, owned and operated by Bally's Corporation. The facility has 162,000 square feet (15,100 m2) of gaming space, with 4,108 slot machines, 97 table games, and 23 poker tables.[1] The hotel has 136 rooms. Other amenities include a 29,000-square-foot (2,700 m2) event center, 16 eateries, 7 bars, and a racebook.[1]
History[edit]
Lincoln Downs opened on July 7, 1947.[2] It was built by B. A. Dario, owner of the Pascoag Park Racetrack in Pascoag, Rhode Island, and accommodated 5,800 spectators in the grandstand, plus 2,000 more in the clubhouse and turf club.[3]
In 1976, Dario closed the track early, stating that it had lost $400,000 in 28 days, due to the loss of customers to Connecticut's off-track betting and jai alai, and the state's refusal to allow the track to keep a larger share of the betting handle.[4] Later that year, Dario sold his 82 percent controlling interest in the park to the Taunton Greyhound Association.[5] The track was renamed as Lincoln Greyhound Park, and began its first season of greyhound racing in June 1977.[6]
In April 1977, Dario claimed he had a deal to purchase Narragansett Park, but those claims proved unsubstantiated.[7]
In December 1989, the owners, Alfred Ross and Joseph Linsey of Florida, agreed to sell Lincoln Greyhound Park, along with four other dog tracks in Colorado and South Dakota, for an estimated total of $80 million to United Track Racing, a joint venture between Wembley plc (the British parent company of Wembley Stadium) and United Tote (a Montana-based supplier of computerized wagering systems for racetracks).[8][9] United Tote was charged with managing the tracks, due to Wembley's lack of experience in the American pari-mutuel market.[10] Wembley bought out United Tote's 20 percent stake in the company in August 1992.[10]
Rhode Island's 1991-92 budget authorized Lincoln and the state's other pari-mutuel facility, Newport Jai Alai, to offer off-track betting for 104 days a year. Simulcasting of horse races from other tracks began in July 1991.[11]
In 1992, with pari-mutuel handles dropping due to competition from the newly opened Foxwoods Casino in Connecticut, Rhode Island authorized video lottery terminals with poker and blackjack games to be installed at Lincoln Park and Newport Jai Alai. Lincoln came online in September 1992 with 189 machines.[12] By 1993, the number had increased to 900.[13] That year, the property's name was shortened to Lincoln Park, to emphasize that it offered simulcasting and electronic gaming in addition to greyhound racing.[14]
Transformation to Twin River[edit]
In 2003, Lincoln Park and two executives were indicted on federal charges related to an alleged scheme in 2000 and 2001 to pay up to $4 million to the law firm of Rhode Island House Speaker John Harwood to gain support for an expansion of the track's slot parlor, and to block a rival casino proposed by the Narragansett Indian Tribe.[15] In the wake of the accusations, Governor Donald Carcieri demanded that the track be sold to new owners before negotiations could continue on the proposed expansion.[16] A bidding war for Wembley ensued between MGM Mirage and BLB Investors (a partnership of the Waterford Group, Kerzner International, and Starwood Capital).[17] BLB made the winning offer of $553 million in May 2004,[17] but withdrew from the deal just two months later due to concerns about potential competition from the Narragansett casino.[18] A new agreement was later reached for BLB to buy Wembley's five American race tracks, including Lincoln, for a total of $455 million, and the sale closed in July 2005.[19]
BLB undertook a $220 million expansion which opened in March 2007 under a new name, Twin River Casino.[20]
BLB filed for bankruptcy protection in 2009, and said it would have to end dog racing for the casino to survive.[21] The company's reorganization was largely resolved by November 2010,[22] with ownership transferred to its lenders, a group led by Bank of America, Wells Fargo, and Sankaty Advisors,[23] but the bankruptcy case remained open until September 2011.[24]
In November 2012, voters statewide and in Lincoln approved a referendum allowing live table games at Twin River. A similar referendum for the Newport Grand was rejected by Newport voters. Table games began operating in June 2013.[25]
In March 2015, Twin River agreed to purchase the Newport Grand.[26]
The casino added a poker room in December 2015.[27]
Construction began in May 2017 on a four-story hotel attached to the casino.[28] The hotel opened in October 2018 with 136 rooms.[29]
Sports and mobile gambling[edit]
In November 2018, Twin River opened the first sportsbook in Rhode Island and began offering sports betting.[30] In March 2019, the governor of Rhode Island signed a bill to allow mobile sports betting in the state, to begin on July 1.[31] The bill allowed for the creation of an app to allow remote placing of sports bets at Twin River Casino. The state had legalized sports betting the year before, when the U.S. Supreme Court struck down a federal law forbidding most sports gambling in the country.[32]

Relocation and Expansion Plan
In November 2016 the Redding Rancheria submitted a new land-to-trust application to the Bureau of Indian Affairs. If successful, the tribe would move 232 acres into federal trust and build a new casino, hotel and convention center. The new site is less than 2 miles from the existing Win-River Casino. The plan is to build a new 140,000 sq-ft casino with a 250-room hotel at the new site and convert the existing casino to other tribal use.

Win-River Casino relocation project suffers setback
November 22, 2020
Four years after filing a land-to-trust application with the Bureau of Indian Affairs for federal approval to relocate and expand the size of the Win-River Casino at a new site south of Redding, the Redding Rancheria received a letter from the U.S. Department of the Interior stating the tribe's Casino Relocation Project requires state rather than federal approval.
When the tribe's application was filed in 2016, the federal government had the ultimate authority to approve the project. Now the process for this project has been changed according to the Interior Department's letter in light of a new decision by the California Supreme Court.
After receiving a significant number of concerns and opposition from the public and other parties including U.S. Senator Dianne Feinstein and the Paskenta Band of Nomlaki Indians, which own the Rolling Hills Casino, the Interior Department wants the final decision made by the state.
The tribe's attorney, Mike Hollowell, downplayed the significance of the letter stating it is 'just a procedural step' in the process. 'While this is a disappointing development, it does not foreclose on the tribe's Casino Relocation Project. It's not an end of the project.'

Tribe sues city for blocking relocation of Win-River Casino

Redding Rancheria is suing the City of Redding for a questionable real estate transaction that effectively blocks public access to the Sacramento River-front property where the tribe plans to relocate the Win-River casino.
The tribe claims the city improperly sold property containing the only entryway into the tribe's relocation site. In a closed-door meeting earlier this year the city council designated this access property as exempt surplus land and authorized its sell to a private company, Shasta Land Holdings LLC, which is also named in the lawsuit.

In a statement, the Redding Rancheria explained:
'We believe the City of Redding has tried to kill the tribe's Casino Relocation project. By selling this public property to a private entity with deep pockets, the City of Redding is trying to prevent commercial access to the Tribe's I-5 property, which could prove detrimental to the viability of the Casino Relocation Project.'
The lawsuit was filed in the Shasta County Superior Court on July 31.

Win-River Casino relocation placed 'On Hold'
May 4, 2020
In a statement released this week by the Redding Rancheria, the Win-River Casino plan to relocate has been placed on hold due to opposition by the Redding City Council and the Shasta County Board of Supervisors.
The statement from Redding Rancheria officials reads:
'Redding Rancheria has requested that the Bureau of Indian Affairs pause the environmental review process for the I-5 casino relocation project. We believe that the City and County's opposition to the project has caused concern among federal decision-makers within the Trump administration and may prove insurmountable. Redding Rancheria regrets that this opposition will postpone many job opportunities and other economic benefits that the project would have otherwise provided our local community. We will continue to try to work with our local leaders as we monitor the long-term plan for the I-5 casino relocation project.'
The proposed project would build a new casino with a 69,541-square-feet gaming floor, 1,200 slot machines and 36 game tables. The plan includes a 9-story hotel with 250 rooms, a conference center, restaurants, event center with1,800 seats and an outdoor amphitheater with 1,500 seats.

Win-River relocation is opposed by Shasta County Board
October 3, 2019
The Shasta County Board of Supervisors opposes the Redding Rancheria's plans to move the Win-River Resort & Casino to a new location on Interstate 5 south of Redding. On Tuesday the Board voted 5-0 against the plan.
Proposed site for the relocation and expansion of Win-River Resort & Casino at Strawberry Fields
The Shasta County Board of Supervisors is sending an official letter of opposition to the tribe explaining 'the project will have a detrimental impact on the Shasta County community that cannot be adequately mitigated.'
The Redding City Council took similar action last August when it voted unanimously against the casino move. The Council said it is willing to work with the tribe in search of an alternative location.
The proposed site is 232 acres of non-reservation land referred to as Strawberry Fields. In late 2016 the Redding Rancheria submitted an application to the U.S. Interior Department to take this land into federal trust as reservation land. That decision is pending and may come as early as the end of this year.

Win-River Casino Relocation Status & Updates

The The Redding Rancheria is seeking federal, state and local approval to move the Win-River Resort and Casino from its present location at 2100 Redding Rancheria Rd in Redding to a new location along Interstate 5.
The new casino would be built on property owned by the tribe and referred to as the 'Strawberry Fields Site'. It is 232 acres located south of Redding, adjacent to I-5 (westside) and south of the Bonnyview Road exit. It lies between I-5 and the Sacramento River. Bechelli Lane is the northern boundry and private properties line the south.
The Bureau of Indian Affairs is currently evaluating the environmental impact of build the Win-River Resort & Casino on the Strawberry Fields site. There is no completion date published for the final EIS report although it is hoped to be finished next year.
